Concept of social justice includes six aspects as follows:
(a) Poverty prevention
(b) Access to education
(c) Labor market inclusion
(d) Social cohesion and non-discrimination
(e) Health
(f) Intergenerational justice

Scandinavian countries are ranked high in a new OECD Social Justice Index. Public expenditure on early childhood education is, however, below the OECD average in Finland.
